When I unintentionally underestimate S&H expenses, the Seller absorbs the difference and when I unintentionally overestimate these expenses, the Buyer absorbs the difference. The S&H fees charged will always be slightly over or under actual after any given auction. This policy in my humble opinion places an undue burden of delivery failures on the Seller. Therefore, it is my policy Effective 8/17/2014 to increase the fixed S&H fees in my auctions to include insurance on all items for which the final value fee exceeds $50.00. In these tough economic times, I am experiencing an increased incidence of tampering with packages in transit and with items (in whole or in part) being removed from packages in transit. The overwhelming majority of my shipments are completed without incident but I regret to report that this situation is changing so I must act accordingly.SHIPMENT POLICY TO BUYERS OUTSIDE THE USAI prefer to sell and ship to Buyers in the United States due primarily to the requests received daily seeking additional postage estimates for shipments outside the USA. I simply don't have the time or inclination to handle the many such requests received so I have developed this detailed policy to describe the process in detail. I am willing to sell and ship to Buyers outside the USA under these circumstances and subject to these terms: (1) the Buyer agrees to pay the fixed S&H fee posted in the auction listing PLUS the additional postage to the international address using either USPS-Priority Mail International or USPS-First Class International (for packages weighing less than 4 Lbs); (2) the Seller agrees to provide the estimated weight of the package if requested by the Buyer during the auction; (3) the Seller will complete a "Senders Declaration" (Customs Form) with a description of the item purchased and its value. Please do not ask me to declare that an item is a gift when it is not or to report a value less than the final sales price; (4) the Seller reserves the right to require shipment by Registered Mail or with Insurance equal to the winning bid amount on items valued in excess of $150.00; (5) the Buyer is encouraged to visit the USPS International Postage calculator at www.usps.gov using the package weight provided by the Seller to determine total postage; (6) the Seller reserves the right after the auction ends to use his best judgement in determining the most appropriate mode of shipment in the absence of instructions from the Buyer. By bidding on an item, International Buyers must agree to be bound by this policy. ***EXAMPLE*** The auction listing shows a S&H&INS fee of $26.95 calculated for shipment via FedEx within the USA. The winning bidder requests shipment to CANADA. For a package measuring 25L x 18W x 8H Inches and weighing 24 Lbs, the total postage to Canada calculated at www.usps.gov including $400.00 Insurance is $52.80 (47.30 POSTAGE + 5.50 INSURANCE) via USPS-Priority Mail International (6 to 10 Days Transit Time). If this package had been shipped FedEx within the USA, the total postage including Insurance would've been about $11.25 so the Additional postage to Canada is $41.55 (52.80 less 11.25) and the total S&H&INS fee due in this case would be $68.50 (26.95 S&H&INS + 41.55 Additional Postage to Canada). This international customer would pay the S&H&INS fee posted in the auction listing ($26.95) PLUS the additional postage to Canada ($41.55) as calculated in this example.eBAY FEEDBACK POLICYYou can expect that I will post Feedback after all ebay transactions because this is the best way to ensure appropriate Buyer/Seller conduct within the eBay community. Since ebay suggests that Buyers and Sellers contact each other within 3 Days, it is my policy to send a FRIENDLY REMINDER Email about 72 Hours after the auction ends if the Buyer has not acknowledged the ebay Invoice generated soon after the auction ends. It is my policy to open an UNPAID ITEM CASE (UIC) with eBay through the Resolution Center after 4 Days if payment has not been received unless the Buyer has responded in some way. The filing of an UIC begins a "work out" period during which time the transaction can still be completed if payment is received. The Buyer is notified by Email immediately by eBay when a UIC is filed by the Seller. I reserve the right to relist the item during the work out period if it is my reasonable expectation that the transaction will not be completed. This reasonable expectation will be a function of how quickly a Buyer reacts to the eBay UIC notice. Buyers who keep me informed through the ebay messaging system during payment delays can expect reasonable and fair accommodation by this Seller.ENDING AUCTIONS EARLY POLICYOne of the primary reasons that I enjoy selling on ebay is that I'm regularly surprised by the completed-auction prices on many of the items that I list which many times exceed the value I had in mind. For this primary reason, I have a long-standing policy of not ending auctions early ONCE A BID HAS BEEN PLACED. I am willing to consider adding a Buy-It-Now (BIN) option to any active auction BEFORE A BID HAS BEEN PLACED if a Bidder interested in a BIN option would be willing to suggest a BIN price that I feel is reasonable. Closing auctions for reasons other than BIN creates unnecessary friction because many bidders like to wait until the last minute to place a bid. ebay works best when auctions are allowed to run their course so please do not ask me to make an exception.AUCTION ITEM RETURN POLICYI make a good faith effort to accurately describe the items up for sale in my ebay auctions, but if I make a material error in the item description to such an extent that you would not have entered a bid had that error not been made, I will issue a 100% refund of the purchase price including the S&H immediately upon the return of the item. Even for items that are correctly described, most of my auctions now offer a 14 Day No Hassle Return. In some return instances, I may not require the return of the item but in those instances in which I do request the return of the item, the return postage will be the responsibility of the Buyer. In order to claim a refund, the Buyer must provide notice to the Seller "pdbridges" no more than 14 days after the auction ends then is responsible for returning the item so that the Seller receives it no more than 17 days after the auction ends. In some instances, it is not possible to combine shipments but this is usually the exception and not the rule. Please keep in mind that the increased weight of items combined in one package has an impact on the shipping fee (that's why a reduction and not an elimination of postage is applied when multiple items are combined in one package). Since invoices are usually sent immediately after an auction ends, the Buyer would need to let the Seller know by email that an additional purchase is planned. Once the second and/or subsequent auctions end, those invoices will include a remark about the shipping reduction included therein. Please note that it is the Buyer's obligation to identify the affected auctions and to request the shipping reduction.FEE REDUCTION FOR LOCAL PICKUPIn some instances, it may be desirable for a Buyer to request local pick up of an item for which a fixed S&H fee is posted in an auction listing. The Buyer should notify the Seller before the auction ends that local pick up is requested. It is then up to the Seller to set the time and place of delivery. In such instances, the posted S&H fee will be reduced but not eliminated.PLEASE DON'T ASK FOR POSTAGE QUOTES OUTSIDE THE USAYou will notice that the S&H fees in my auctions are set up for shipments within the USA. I am still willing to ship to Buyers outside the USA subject to the additional postage as detailed in these policy statements. I wish that I had the time and energy to quote postage rates to potential buyers outside the USA who quite often and regularly request such quotes but I regret that I do not. I can tell you that in all cases, I use the USPS International postage calculator. You can expect that I will follow my policy and charge ONLY the additional postage above what would otherwise have been charged to ship within the USA.
